This year, the Casino is running a raffle which features a luxury bungalow as first prize. Most South Africans would consider a single breeze block room luxury enough: in 1994, only one in 43 non-white South Africans lived in a formal brick structure, compared to one in three whites.
Over a million new homes have been built in the last 10 years. But for every South African to be properly housed, the government estimates it needs to build 3 million more.
